Randall Winston’s career spans law, architecture, and military service. Randall serves as Deputy
Mayor of Infrastructure for the City of Los Angeles, where he leads Mayor Karen Bass’ efforts to repair
our streets, sidewalks, parks and public spaces, including developing the first comprehensive,
multi-year plan for maintaining and funding the City’s capital infrastructure in preparation for the
Olympic and Paralympic Games and other major events. Randall also helps drive rebuilding efforts
following the Palisades Fire, the most destructive wildfire in Los Angeles’ history. He oversees the
Board of Public Works – including the Bureau of Sanitation, Bureau of Street Services, Bureau of
Engineering, Bureau of Street Lighting, and Bureau of Contract Administration – as well as the
Department of Transportation and the City of Los Angeles’ representation on the Los Angeles County
Metropolitan Transportation Authority. In addition to his role in the Bass administration, Randall is a
Lieutenant and Judge Advocate in the US Army National Guard Reserve, where he provides legal
counsel to soldiers, officers, and their families.

Previously, he was an attorney at O’Melveny & Myers, where he represented government and
environmental organizations facing complex litigation and state and federal investigations. Prior to
private practice, Randall was appointed by Governor Jerry Brown to serve as Executive Director of
the California Strategic Growth Council, a state agency integrating efforts to achieve the state’s
climate and sustainable community goals. Under his leadership, SGC invested over $1.3 billion in
transit-oriented housing, land conservation, and community-driven projects in historically
underserved neighborhoods throughout California. Before serving in the Brown administration,
Randall worked for Pritzker Prize-winning architect Norman Foster, collaborating with
interdisciplinary teams on design, urban planning, and infrastructure projects throughout the world.

Randall serves on the boards of UCLA’s Institute of the Environment & Sustainability and UC
Berkeley’s Center for Law, Energy & the Environment. He received a B.A. in Government from
Harvard University, a Master of Architecture degree from the University of Virginia, and a Juris
Doctorate degree from the UC Berkeley School of Law.
